their bereavement. They were granted Kidu Soilra and the expenses for the<br />

cremation of the deceased was borne by the Government. The people of Bhutan<br />

will always remember this with deep gratitude to His Majesty the King.<br />

Although His Majesty was making such visits to the high security risk areas out<br />

of his deep concern and compassion for the well-being of his people, the<br />

Councillor appealed for the royal visits to the high risk areas to be curtailed.<br />

The primary reason for the attacks on the Bhutanese people by the BLT was<br />

because of the presence in Bhutan of the ULFA and NDFB militants with whom<br />

they had differences in their political goals. In light of this it was important to<br />

make the militants leave Bhutan as soon as possible.<br />

The Samdrup Jongkhar Dzongda reported that because of the close relations<br />

between the Royal Government and the Assam State Government, the Assam<br />

civil and police officials extended their cooperation when Bhutanese people<br />

including innocent students were heinously attacked and killed on Highway 31<br />

last December. They provided information and timely assistance and medical<br />

treatment to the victims of the unprovoked attack which saved the lives of many<br />

Bhutanese who were injured in the tragic incident.<br />

The registration officer of the Dzongkhag, Sonam Dorji along with driver<br />

Tandin Dorji were kidnapped by the BLT while traveling from Phuentsholing to<br />

Samdrup Jongkhar carrying office equipment worth Nu.1.5 million. The new<br />

Toyota Hilux vehicle in which they were travelling was completely burnt.<br />

Owing to the excellent relationship existing between the Samdrup Jongkhar<br />

Dzongkhag administration and the Bongaigaon Superintendent of Police,<br />
