XXI. Expression of Appreciation to the Government of India<br />

The Dagana Chimi submitted that the Government of India who is Bhutan’s<br />

closest neighbour has continuously supported the country’s development<br />

programmes since 1961 when the first Five-Year Plan was launched. He<br />

extended deep appreciation and gratitude to the government and people of India<br />

who has very excellent relationship with Bhutan. In particular, he extended the<br />

people’s gratitude for India’s assistance in constructing the Chhukha, Kurichu<br />

and Tala Hydro Power Projects. The people are optimistic that the government<br />

and the people of India will provide whole-hearted and continuous support for<br />

Bhutan’s development activities.<br />

The National Assembly extended its appreciation to Bhutan’s closest friend and<br />

neighbour, the Government of India who has provided constant support to<br />

socio-economic development of Bhutan. It expressed hope that even hereafter<br />

the strong bond of friendship between the peoples and the government of the<br />

two countries will further strengthen, and that the Government of India would<br />

continue to support Bhutan’s development programmes.<br />

XXII. Attack and Murder of Bhutanese Citizens in Devadangi, Assam<br />

The Hon’ble Minister for Home Affairs submitted a very disheartening report to<br />

the National Assembly. On July 31, 2001, an Eicher truck belonging to the<br />

Manas National Park was blown up at Devadangi, Assam by a land mine, four<br />

kilometers away from Gelephu. The truck was traveling from Sarpang to<br />

Gelephu. Of the 13 passengers, five were killed instantly, four seriously injured<br />

and the remaining wounded.<br />
