The Speaker also extended his appreciation to the honourable members for frankly expressing their views on the various provisions and articles of the eight Chathrims endorsed in the 79 th session of the Assembly. He instructed that the words and phrases proposed for change in the Chathrims be done without leaving any of them. In accordance with the submissions made by the Dorji Lopen and the Punakha Chimi, the Speaker said that any Chathrim drafted hereafter should have a dedicatory preface and a concluding prayer. As pointed out by some members, it is time now to amend the Chathrim for the election of Chimis and members of the Royal Advisory Council. He said that it were better if the Council of Ministers discuss the issue according to the command of His Majesty the King and debate on them in the next session. Since the previous year, His Majesty the King has commanded the importance of establishing a legal committee as aspired by the honourable members. Accordingly, the National Assembly Secretariat has drafted a Chathrim for the legal committee and submitted it to His Majesty. His Majesty has issued it to the Council of Ministers and commanded that it be submitted in the following session of the Assembly. The Speaker said that although the committee cannot be established immediately, he is hopeful that it would be established in the following Assembly session. Depending upon the needs of the government and the people, there will be many Chathrims that will either need amendment or new drafting altogether. Rather than set a limit, it is the responsibility of the National Assembly to consider as many legislation as possible. With this observation, the Speaker concluded the discussion on passing the Chathrims. 240
XX. Expression of Appreciation and Gratitude 1. Appreciation for Increasing Daily Wage of National Workforce The Chimis of Trashi Yangtse, Paro, Pema Gatshel, Haa, Trongsa, Punakha, Bumthang, Gasa, Lhuntse, Thimphu, Samdrup Jongkhar, Trashigang, Samtse and Zhemgang expressed their profound gratitude to His Majesty the King for increasing the daily wage of national workforce from Nu.50 to Nu.100 beginning January 1, 2001. His Majesty the King commanded the increase on the occasion of the celebration of the 93 rd National Day in Trashigang. The fee for riding pony was increased from Nu.150 to Nu.300, and that of pack pony from Nu.100 to Nu.200. Wages for artists and craftsmen of Zorig Chusum was increased by 50%, from Nu.150 to Nu.225. Besides, the daily subsistence allowance of the members of the DYT was also increased. This increases has not only enhanced the income earned by the people and improved the living standard of the national workforce but particularly benefited the promotion of the arts of Zorig Chusum. The Chimis expressed gratitude for the fact that children of poor parents are able to buy uniform and necessary stationeries while they return to school through the money they earn by working during the winter holidays. The increase in the wages has also benefited people who provide transport, porterage, riding and pack ponies to tourists and travelers in places like Gasa, Lingshi, Daifam Dungkhag, Lauri and in remote areas like Khengrig Namsum where there are no motorable roads. Furthermore, it has also enabled timely implementation of development activities. The Chimis expressed the profound gratitude of all the people of Bhutan for the great benefits accrued to them by this wage increases. They offered their prayers that His Majesty the King and the members of the Royal Family would continue to enjoy excellent health and long life.
