the activities currently being done by Dantak. It had also been resolved that the<br />

Department of Roads would be fully responsible for the construction, extension<br />

and maintenance of roads. Therefore, there is no need to further discuss the<br />

downsizing of the Dantak workforce.<br />

5. Civil Servants Opting to Quit Government Service<br />

The Punakha Chimi submitted that it has come to the notice of the people that<br />

some of the civil servants after having availed higher education opportunities<br />

aboard and enhanced their educational qualifications often refuse to accept<br />

posting in organizations which are not of their preference. Showing neither<br />

gratitude nor appreciation of the considerable costs borne by the Government in<br />

giving them higher education and training, these people seek to leave the civil<br />

service. Henceforth, in such cases, twice the amount spent on their education<br />

and training should be recovered and then spent on more deserving citizens who<br />

would serve the Tsa-Wa-Sum with dedication and commitment.<br />

In addition, the Paro and Trongsa Chimis pointed out that boys and girls in<br />

Bhutan receive free education starting from the first year right up to degree<br />

courses in college. Expecting to be of service and benefit to the country and<br />

people, the Government further finances higher education and training overseas.<br />

However, upon their return if they are not given jobs to their liking they not<br />

only show reluctance to serve in the job but actually leave the country to seek<br />

work outside. If this trend were not reversed, in the next ten years we would<br />

have hundreds doing the same thing. The representatives urged that the<br />

Government come up with strategies to reverse this negative attitude and a<br />

strong and strict mechanism must be put in place to address this issue.<br />

To this, the Paro Dzongda said that at present there is a dearth of qualified and<br />

trained personnel in both the private and public sectors. As submitted by the<br />
