proposing the issue of the expatriate workforce as an item for discussion in the<br />

National Assembly and calling for measures to reduce its size. As the NTTA<br />

has been entrusted with the main responsibility for ensuring that the Bhutanese<br />

youth are not constrained in finding employment due to lack of appropriate<br />

technical skills, it has initiated a number of activities to build a trained, skilled,<br />

and technically competent manpower base in the country.<br />

First, as tourism which is one of the bigger industry in the private sector,<br />

requires well-trained staff, plans are already underway to establish a specialized<br />

training center in the near future.<br />

Second, as contractors are mostly employing expatriate workers, a center to<br />

train Bhutanese in the required skills will be established.<br />

Third, as the number of automobiles in the country is increasing rapidly as a<br />

result of the economic development, the present National Driving Training<br />

Institute would be upgraded and redesigned to cover driving training in all types<br />

of vehicles.<br />

Fourth, in line with the Government’s policy of promoting the country’s age-old<br />

tradition and culture, the Zorig Chusum Institute was established in Trashi<br />

Yangtse to promote the traditional arts and crafts. Similarly, the existing Zorig<br />

Chusum Institute in Thimphu has also been strengthened and it continues to<br />

impart training.<br />

The Minister reported to the Assembly that in keeping with the needs of the<br />

present times, training in computers and other skills are being imparted by the<br />

Royal Institute of Management. Most Bhutanese have a predilection for white-<br />

collared jobs and while there is nothing wrong with that, it has to be taken into<br />

account that not everybody can become an officer. There are only a limited<br />
