The Haa Chimi expressed the gratitude of the people of Haa to the armed forces for safeguarding the national security with complete loyalty and dedication. Under the dynamic leadership of His Majesty the King, the three armed forces have placed their loyalty to Tsa-Wa-Sum above everything upholding the sacred values of trust and honour in ensuring national security. The people hoped that they would remain steadfast in their loyalty and dedication and serve the country when it is going through a very difficult and turbulent time. 11. Appreciation for Sipa Chidoe and Kurim The Chimis of Mongar, Paro, Trashigang, Trongsa, Haa, Dagana, Punakha, Lhuntse, Bumthang, Trashi Yangtse and Tsirang submitted that His Holiness the Je Khenpo led the Zhung Dratshang, Rabdey and Gomdey in holding the Sipa Chidoe and Damsi Torma Kurim. The Kurim is traditionally held once every 12 years at Punakha Dzong. Besides this, it has not been held in any part of the country so far. It was co-coordinated by the President of the Bhutan Chamber of Commerce and Industry, and sponsored by the business community in the country. Once the decision was taken to held it at Mongar, the Dratshang Lhentshog and relevant people involved in its coordination had it prepared miraculously within a short period of time, and His Holiness the Je Khenpo blessed the occasion. The people of the neighbouring Dzongkhags had the opportunity of seeing and hearing His Holiness. Such sacred and powerful Kurim have been intended to appease the highest object of refuge and worship in heavens, Kuntu Zangpo, and the lowest of beings who are the object of charity and almsgiving. The good fortune and success of the event would serve to diffuse the tense situation in the country. The people had the opportunity of making offerings, seeking refuge and praying wholeheartedly for the everlasting well being of His Majesty the King and the Royal Family, and for continuation of perpetual peace and prosperity of the people of Bhutan. The fruitful outcome of the talks held between the Royal Government and ULFA has also been the blessing of the Kurim. The Chimis said that the people of Bhutan particularly 256
those belonging to neighbouring Dzongkhag of Mongar extend their profound gratitude to His Holiness, the Zhung Dratshang, Rabdey and Gomdey, and to the pious patrons consisting of the business community, and also to all those involved in the preparation of the Kurim. The BCCI Chimi said that the business community has repeatedly pledged their manpower and resource support to the country in the National Assembly and in all other important meetings. However, the pledge has remained only as verbal commitment without any practical implementation. Therefore, the proprietors of big business houses and senior members of the business community, deeply concerned at the security of the country in the face of severe security threats, met to discuss their contributions. It was agreed that for the moment the Royal Government does not need their manpower contributions. If situations of great threat to the country arise in future, the business community will come forward to serve even at the cost of their own lives. Nevertheless, the business community has recently agreed to make financial contributions according to their will to the Royal Government. The businessmen and small shop owners in the Dzongkhags and those scattered across different corners of the country were not informed. However, they have submitted to the President of the BCCI that they should not be sidelined in making contributions. They have argued that their well being and prosperity are dependent on the peace and prosperity of the country, and therefore, should be allowed to make contributions to the extent they can. Hence, their contributions have been accepted through their representatives. The President of the BCCI sought the advise of His Holiness regarding a Kurim which would accrue immense benefits. His Holiness commanded that the Sipa Chidoe is spiritually a very powerful ritual, and that it has only been held in Thimphu and Punakha. If the Sipa Chidoe and Damsi Torma Kurim were held in an eastern Dzongkhag, His Holiness said that it would be of immense advantage.
