that kind in the ordinary course of business, the buyer acquires all the rights<br />

over that good’ replaces the one of article 31.2 listed on page 18.<br />

‘Note: ‘ “Entrusting” means entrusting the good to a merchant who deals in goods<br />

of that kind’. The suggestion of some members to rephrase the note thus was<br />

endorsed by the Assembly. The few errors of words and phrases of the draft of the<br />

Commercial Sales of Goods Act were corrected without altering the meaning of the<br />

articles. Thus the Commercial Sales of Goods Act of the Kingdom of Bhutan, 2001<br />

was passed by the National Assembly on July 17, 2001.<br />

XV. Cooperatives Act<br />

A copy of the draft Cooperatives Act was distributed to the honourable<br />

Assembly members by the Ministry of Agriculture towards the end of the 78 th<br />

Session of the National Assembly last year. Further, copies of the revised Act<br />

dated 2001 was distributed to the Assembly members on July 29, 2001 and<br />

deliberations on the Act started on August 18, 2001.<br />

Introducing the Act, the Agriculture Minister said that the main reason for the<br />

preparation of the Cooperatives Act is to ensure that the development activities<br />

being undertaken by farmers with assistance from the Government are<br />

sustainable. As the preparation of the Cooperatives Act is a planned activity of<br />

the 8 th FYP, the Council of Ministers instructed the Ministry of Agriculture to<br />

take the lead role in its preparation. Thereafter, a committee with representation<br />

from the Ministry of Trade and Industry, Ministry of Home Affairs and the<br />

Ministry of Agriculture was formed to draft the Act. The services and technical<br />

knowledge of a representative from the Judiciary and an expatriate expert were<br />

also made available to assist the Committee with the formulation of the Act.<br />
