They also expressed their profound gratitude to His Majesty the King and Their
Majesties the Queens for granting audience to the people and for the
opportunity of submitting their opinions during the 8 th plan mid-term review in
different Dzongkhags. They also expressed their gratefulness to His Royal
Highness, Dasho Jigme Khesar Namgyel Wangchuck who graced some of the
review meetings on behalf of His Majesty the King.
The Chimis submitted their appreciation for the review of GYT and DYT
Chathrim which are intended to give these bodies the responsibility and
authority to ensure the successful formulation and implementation of geog-
based plans in accordance with the policy of decentralization which emanated
from the throne.
The Speaker in his inaugural address informed that the chathrim for the election
of the Chimis and of the Speaker are being amended. On this, the Chimis
emphasized the need for making relevant amendments of Chathrims in keeping
with the political and economic changes occurring in the country.
In the document ‘Good Governance’ distributed on the occasion of the
Coronation Silver Jubilee, the importance of curbing corruption and dishonest
practices have been highlighted. If this objective were to be realized, it is
imperative that new legislation and amendments are made on time. The Chimis
expressed their appreciation for the Chathrim of a standing legislative
committee, which is being prepared for submission in the subsequent session of
the National Assembly.
They congratulated the Hon’ble Speaker and the Chairman of Lhengye
Zhungtshog for being able to participate in the international Conference of
Presiding Officers of National Parliaments and Millenium Summit of the world
