The most important restoration work presently being undertaken by the government is the reconstruction of the Paro Taktshang monastery. The Chairman said that the restoration works there are progressing very well. Other major planned restoration projects include Gangtey Gonpa, Trongsa Dzong, Talo Monastery and Petsheling Lhakhang in Bumthang. The responsibilities for the restoration of cultural and historical sites and monuments have been decentralized to the Dzongkhags to enhance their role in the promotion of traditional craftsmanship and skills. This has enabled construction of new Lhakhangs every year besides restoration and renovation of large number of existing ones. The country’s unique and rich cultural heritage is gaining evermore recognition and popularity in the world. Following the highly successful exhibitions held in Austria, Switzerland, Spain and the Netherlands, Bhutan participated in the Expo 2000 held in Hanover, Germany. This forum provided a great opportunity to demonstrate to the world the uniqueness and richness of Bhutan’s tradition, culture, environment and craftsmanship. It is a matter of great pride that the Bhutanese pavilion comprising of a traditional Lhakhang and other exhibits was rated the best among 180 participating countries. The theft of the invaluable Rangjung Khasarpani from Punakha Dzong last December deeply shocked and saddened the Bhutanese people. However, the fortune and merit of the people were such that this priceless treasure was recovered and restored in Punakha Dzong. While the initial loss of the nangten was a sign of the difficult times that Bhutan is going through, its recovery is an auspicious omen foretelling the continuity of the teachings of Buddhism. It also signifies that the guardian deities of Palden Drukpa are ever powerful and protective. This augurs very well for the future of the country. Good Governance 22
Since people-centred development lies at the heart of the Bhutan’s development policy, good governance constitutes one of the four pillars of Gross National Happiness. His Majesty the King has always desired a system of governance that is efficient, transparent, accountable, and most importantly a system that is responsive to the needs of the people. His Majesty the King has initiated a process of political reform to enhance people’s participation in determining the future of the country. The voluntary devolution of executive powers from the throne to an elected Council of Ministers is a highly estimable event that is unprecedented in the world. The process of decentralization is also well underway and the Royal Government has already begun to formulate the 9 th five-year plan which is geog-based. These wide ranging political reforms are a testimony of His Majesty’s trust and confidence in the Bhutanese people. The Bhutanese people must, however, remember that this places greater responsibilities on them and that they must work to fulfill His Majesty’s noble aspirations. The DYT will be entrusted with very important decision-making powers and responsibilities in the 9 th plan. In order to ensure that the additional powers and responsibilities are discharged effectively, the Royal Government is in the process of reviewing the Chathrim of development committees. Besides, the Dzongkhags have been authorized to retain the rural tax. New ordinances and legislation are being drafted to strengthen the judicial system. As informed during the Dzongkhag review meetings, it is extremely important that capable and honest people are elected as representatives to DYT and GYT. In order to strengthen the rule of law, the Royal Government has submitted six more acts in the current session for approval by the National Assembly. The legislation on Bill for Civil and Criminal Procedure Code is the most important one as it is fundamental to strengthen the judiciary and help achieve its goals. 23
