Since people-centred development lies at the heart of the Bhutan’s development<br />

policy, good governance constitutes one of the four pillars of Gross National<br />

Happiness. His Majesty the King has always desired a system of governance<br />

that is efficient, transparent, accountable, and most importantly a system that is<br />

responsive to the needs of the people.<br />

His Majesty the King has initiated a process of political reform to enhance<br />

people’s participation in determining the future of the country. The voluntary<br />

devolution of executive powers from the throne to an elected Council of<br />

Ministers is a highly estimable event that is unprecedented in the world. The<br />

process of decentralization is also well underway and the Royal Government<br />

has already begun to formulate the 9 th five-year plan which is geog-based.<br />

These wide ranging political reforms are a testimony of His Majesty’s trust and<br />

confidence in the Bhutanese people. The Bhutanese people must, however,<br />

remember that this places greater responsibilities on them and that they must<br />

work to fulfill His Majesty’s noble aspirations.<br />

The DYT will be entrusted with very important decision-making powers and<br />

responsibilities in the 9 th plan. In order to ensure that the additional powers and<br />

responsibilities are discharged effectively, the Royal Government is in the<br />

process of reviewing the Chathrim of development committees. Besides, the<br />

Dzongkhags have been authorized to retain the rural tax. New ordinances and<br />

legislation are being drafted to strengthen the judicial system. As informed<br />

during the Dzongkhag review meetings, it is extremely important that capable<br />

and honest people are elected as representatives to DYT and GYT.<br />

In order to strengthen the rule of law, the Royal Government has submitted six<br />

more acts in the current session for approval by the National Assembly. The<br />

legislation on Bill for Civil and Criminal Procedure Code is the most important<br />

one as it is fundamental to strengthen the judiciary and help achieve its goals.<br />
