If unprovoked massacres of innocent people of a small country like Bhutan continue unabated, it seems that it will be very difficult for peace and prosperity to thrive in the country. The Chimis highlighted the importance of Lhengye Zhuntshog holding very comprehensive talks with the Government of India to prevent recurrence of such unfortunate incidents. They said that the honourable members of the National Assembly have understood the reports about the continuing talks held with the Indian government by the Lhengye Zhungtshog, the Foreign Ministry and Bhutan’s ambassador in New Delhi. Nevertheless, there is no comprehensive report submitted to the National Assembly about the investigations done by Indian government into last year’s massacre of Bhutanese citizens. The Chimis expressed reservation about the nature of motives and policies of the Indian government. 268
Among the dead in the recent incident was the son of one of the members of the National Assembly. Although they were not in a position to support him in terms of resources, the Chimis extended their profound condolences. India has always been looked upon as a friend and neighbour, and a great benefactor. The Chimis said that they are compelled to think that a trusted friend may be undermining the country’s faith and confidence. The threat posed by Indian citizens to Bhutan is aggravating every year. This casts doubt about the reliability of Indo-Bhutan relationship. Despite many inconveniences caused by Indian nationals living in Bhutan, the Bhutanese, led by His Majesty the King have always considered them as members of one family, and never even raised a hand against them. But inspite of repeated murders of Bhutanese nationals in Indian territory, there is no security arrangements whatsoever. Considering this, it is very difficult for the Bhutanese people to understand the ulterior motives behind the murders. Besides, it is also difficult to know what the Indian government would do about these murders. The Chimis requested the Royal Government and the Government of India to consider the issue very seriously and hold a very comprehensive and fruitful discussion. The representative of the Monk Body expressed their grief at the report on the sufferings of innocent Bhutanese people submitted by the Hon’ble Home Minister to the National Assembly. Bhutan and India share a long history of excellent religious relationship. But if reciprocal goodwill and trust are not sustained, even such relationship will prove futile.
