of this, His Majesty the King had been providing personal attention in finding<br />

ways to make the militants leave the country. To this end, His Majesty had<br />

been taking high risks by visiting the militant affected areas.<br />

The Minister said that in the history of the world, in a number of countries,<br />

foreigners had entered for a variety of reasons and settled in them permanently.<br />

Through such developments, over time, the rights and sovereignty of the<br />

original inhabitants had been adversely affected. To avoid such a situation in<br />

our country, there is need to safeguard our sovereignty even more zealously in<br />

the coming year, he said.<br />

Many members expressed doubts and reservations about the ULFA removing their<br />

camps in keeping with the agreed minutes signed between them and the Royal<br />

Government and said that military action would have to be taken to make them<br />

leave. In this regard, many members said that the strength of the army would have<br />

to be increased while others called for militia volunteers to be trained to support the<br />

regular troops. With the debate extending over two days, His Majesty the King<br />

called on the members to focus the discussions on the following three points and<br />

then take a decision.<br />

1. The agreed minutes of the meeting held in June 2001 between the Royal<br />

Government and ULFA leaders were distributed to all the members. The<br />

Assembly should decide whether to endorse the agreement reached in this<br />

meeting and accordingly discuss what actions should be taken by the Royal<br />

Government.<br />

2. It would be very useful if the house discussed and decided on what course of<br />

action the Royal Government should take after December this year if the<br />

ULFA do not implement the agreement given by them as reflected the<br />

agreed minutes.<br />
