In the 79 th session, the National Assembly has passed eight new acts that are<br />

very important for the country. It is very crucial for the people to understand the<br />

Income Tax Act, which will come into effect beginning January next year. The<br />

primary purpose of the Act is to collect appropriate amount of tax and ensure<br />

equal distribution of income among people with different income levels.<br />

Therefore, when the Act comes into force, all the people particularly those who<br />

are engaged in profitable business ventures must avoid tax evasion but take<br />

great pride in paying them in accordance with their income. It is important to<br />

realize that payment of tax is also a great contribution for the nation.<br />

The Bill for Civil and Criminal Procedure Code, which is an important<br />

component of the Bhutanese laws and crucial to Bhutanese people from all<br />

walks of life has also been passed by the National Assembly after intensive two-<br />

day debate. The Speaker extended the appreciation of the National Assembly to<br />

the Hon’ble Chief Justice and the Judiciary who have taken the responsibility of<br />

drafting the Act. Similarly, he expressed great appreciation to the Hon’ble<br />

Ministers and relevant departments who co-ordinated and participated in<br />

drafting all the other acts endorsed by the National Assembly.<br />

Unprecedented political reforms and economic development are taking place in<br />

the country and in the world. In Bhutan, all these progresses emanate from the<br />

throne. In such changing situation, the National Assembly has to take added<br />

responsibility to participate in important tasks that will further enhance the<br />

capability, transparency, accountability and efficiency of the Royal Government<br />

who have to work for the well being of the country and the people. The Speaker<br />

pointed out that if the National Assembly prepares its own Chathrim from the<br />

very beginning, it would greatly benefit the present and future well being of the<br />

country, and the peace and happiness of the people.<br />

On the auspicious occasion of the conclusion of the 79 th session of the National<br />

Assembly, the Speaker urged every one to pray wholeheartedly for the<br />
