The Hon’ble Foreign Minister said that the responsibility of awarding punishments to criminals involved in stealing nangten should be undertaken by the court and not by the National Assembly. First, he said that the foundation of the Bhutanese state lies in the tripartite division of its principal organ into the Legislature (National Assembly), Judiciary and the Executive. The national policy requires that none of these interfere in each other’s responsibility. The main responsibility of the National Assembly is to enact legislation. In line with this responsibility, seven Chathrims have been approved in the 78th session. Likewise, eight new Chathrims have been distributed to the honourable members of the National Assembly for discussion and approval in the current session. As informed by the Hon’ble Home Minister, Tsip Sangchu and his nine accomplices are being interrogated by the High Court. There is no need for the National Assembly to involve in discussion pertaining to their punishment. Second, he remarked that although exhaustive discussions have been held in the previous sessions of the Assembly regarding the punishment of anti-Dharma agents, many of the Chimis still continue to deliberate on it. This particular point is not included for discussion in the present agenda. However, the Hon’ble Minister said that if the Chimis desire to deliberate on this, the issue must be submitted for inclusion in the agenda of the next session. Third, he acknowledged that as submitted by the Chimis there are many other sacred nangten in the country’s numerous Lhakhangs and Goendeys besides the Rangjung Kharsa Pani. A strong conclusion has to be urgently drawn after an exhaustive discussion on the arrangements and strategies for improving the security of these nangten. Since sacred relics like the Rangjung Kharsa Pani can fetch enormous amount of money, it is possible that there will be many more unscrupulous persons. As proposed by the Hon’ble Minister for Health and Education, he pledged his support for establishing a fund for safeguarding the nangten. The Government, Dratshang and the Royal Bhutan Police may discuss the issue and prepare a report for submission in the next session of the Assembly. 60
