arrest the criminals without losing time and punish them very severely.<br />

The Chimis of Gasa, Sarpang, Thimphu, Bumthang and Royal Advisory<br />

Councillors made their submissions one after another condemning the attack.<br />

They pointed out that the massacre of many Bhutanese citizens last December<br />

has caused immense pain, intolerable concerns and alarmed all the people of<br />

Bhutan. Besides, the Indian government has pledged that they will ensure no<br />

such tragic incidents recur in future. This pledge has been reported in the<br />

current session of the National Assembly. But the ironic attack near Gelephu<br />

even before the present session concluded, which resulted in the death of five<br />

people and injury to eight others has induced even greater concerns in the hearts<br />

of the people of Bhutan.<br />

The inability to understand the motive behind the tragic incidents that occurred<br />

along the borders so far provokes misgivings that Indian government may have<br />

deployed the perpetrators. If unprovoked massacres of innocent people of a<br />

small country like Bhutan continue unabated, it seems that it will be very<br />

difficult for peace and prosperity to thrive in the country. The Chimis<br />

highlighted the importance of Lhengye Zhuntshog holding very comprehensive<br />

talks with the Government of India to prevent recurrence of such unfortunate<br />

incidents.<br />

They said that the honourable members of the National Assembly have<br />

understood the reports about the continuing talks held with the Indian<br />

government by the Lhengye Zhungtshog, the Foreign Ministry and Bhutan’s<br />

ambassador in New Delhi. Nevertheless, there is no comprehensive report<br />

submitted to the National Assembly about the investigations done by Indian<br />

government into last year’s massacre of Bhutanese citizens. The Chimis<br />

expressed reservation about the nature of motives and policies of the Indian<br />

government.<br />
