A Royal Advisory Councillor pointed out that the Royal Government has been<br />

establishing schools and educational facilities in all parts of the country. As a<br />

result, there are a large and increasing number of well-educated people in the<br />

country. In line with the Royal Civil Service Commission’s policy, qualified<br />

and skilled persons are being recruited without discrimination into the civil<br />

service and also into the private and non-governmental sectors.<br />

The Councillor said that a few years ago, there were amongst the qualified,<br />

trained and competent civil servants, a few who left to work outside the country<br />

and they were the children and family members of the Ngolops. Neither the<br />

Government nor the people need to hanker after these faithless and treacherous<br />

persons. With regard to the development of the country, it is very important to<br />

have friendly relations with other countries upon which economic development<br />

and collaborative activities can be based. If qualified and skilled Bhutanese in<br />

line with one’s competence and aptitude can get jobs outside the country it will<br />

not only increase their exposure and skills but also income which will come<br />

back to the country of origin where it will contribute towards overall socio-<br />

economic development. Therefore, it is not appropriate to disallow Bhutanese<br />

from working outside the country.<br />

The Pema Gatshel Dzongda said that during the discussion on national security<br />

in the National Assembly, the Council of Ministers have time and again stressed<br />

that it is not enough to strengthen the armed forces and the government. Private<br />

sector and socio-economic development is just as important for national<br />

security. Thus, once educated and trained, the people would be serving the Tsa-<br />

Wa-Sum whether they are in the civil service or the private sector starting their<br />

own businesses. If they get employed in the neighbouring countries or further<br />

away after their education and training, they would gain knowledge and<br />

understanding of other cultures, develop their skills further and also be able to<br />

earn a higher level of income. This would contribute towards the socio-<br />

economic development in the country and also give a good image of Bhutan and<br />
