Expression of Appreciation to the Government of India The Dagana Chimi submitted that the Government of India who is Bhutan’s closest neighbour has continuously supported the country’s development programmes since 1961 when the first Five-Year Plan was launched. He extended deep appreciation and gratitude to the government and people of India who has very excellent relationship with Bhutan. In particular, he extended the people’s gratitude for India’s assistance in constructing the Chhukha, Kurichu and Tala Hydro Power Projects. The people are optimistic that the government and the people of India will provide whole-hearted and continuous support for Bhutan’s development activities. The National Assembly extended its appreciation to Bhutan’s closest friend and neighbour, the Government of India who has provided constant support to socio-economic development of Bhutan. It expressed hope that even hereafter the strong bond of friendship between the peoples and the government of the two countries will further strengthen, and that the Government of India would continue to support Bhutan’s development programmes. XXII. Attack and Murder of Bhutanese Citizens in Devadangi, Assam The Hon’ble Minister for Home Affairs submitted a very disheartening report to the National Assembly. On July 31, 2001, an Eicher truck belonging to the Manas National Park was blown up at Devadangi, Assam by a land mine, four kilometers away from Gelephu. The truck was traveling from Sarpang to Gelephu. Of the 13 passengers, five were killed instantly, four seriously injured and the remaining wounded. 264
Of the five killed, four were forest guards, and one, son of Panbang Chimi who has completed class XII. As commanded by His Majesty the King, the four serious patients were brought to Thimphu National Referral Hospital for treatment. The four other were being treated at the Gelephu hospital. One of the injured was a student – a four-year old girl. The Hon’ble Minister informed that although the Royal Bhutan Police and Assam Police are investigating the incident, the militant group responsible for the attack could not be identified yet. The Council of Ministers held an emergency meeting as soon as the news of the attack was reported. Furthermore, the Hon’ble Home and Foreign Ministers have called upon the Indian ambassador. The ambassador expressed deep regret and gave full assurance that a full investigation will be conducted, and the perpetrators apprehended and brought to justice. Although the Dasho Dzongda of the area where the incident took place are attending the National Assembly session, the Dungpa, Administrative Officer, the Superintendent and Commanding Officer of the Royal Bhutan Police are in close contact with the officials of the Assam government. On hearing about the unfortunate incident, His Majesty immediately commanded that the Royal Bhutan Army take care of and provide every necessary support to the victims of the unprovoked attack. Besides, His Majesty also commanded that the Department of Forestry Services co-ordinate the funeral ceremony of those who died in the attack. As commanded by His Majesty the King, the Hon’ble Minister for Agriculture immediately discharged Dasho Ugyen Thinley, Director of the Forestry Department to Gelephu to look after the remains of the deceased.
