3. As the members had repeatedly called for mobilization and training of<br />

militia volunteers to be started, the Assembly should discuss and decide how<br />

a militia force would be raised, trained and deployed.<br />

The Speaker said that, as directed by His Majesty the King, the house should<br />

decide whether the agreed minutes signed between the Royal Government and<br />

the ULFA leaders should be endorsed and then discuss the course of action that<br />

the Government should take on this issue.<br />

The people’s representatives of Lhuntse, Wangdi Phodrang, Tsirang and<br />

Trongsa Dzongkhags said that the Assembly should endorse the agreed minutes<br />

signed between the Royal Government and the ULFA leaders as it opened a<br />

small path for a peaceful solution of the militant problem. At the same time,<br />

there should be no complacency on account of the agreement and preparations<br />

for military action should still be continued. They also pledged that the people<br />

were ready to raise a militia force.<br />

The Deputy Minister of the National Environment Commission recommended<br />

that the agreed minutes signed between the Royal Government and the ULFA<br />

representatives should be endorsed by the house and time should be given until<br />

December this year to see how the provisions under the agreement are<br />

implemented.<br />

The Chairman of the Lhengye Zhuntshog requested the National Assembly to<br />

endorse the agreed minutes signed by the Royal Government and the ULFA<br />

representatives. In keeping with the decision of the National Assembly, the<br />

Royal Government had been seeking peaceful means so far to resolve the<br />

problem. The ULFA had, however, not complied with the Royal Government’s<br />

insistence that they leave Bhutan. In view of the serious concern that all the<br />

members had on the issue, it was decided by the National Assembly that in the<br />

event peaceful means fail, the military option would be resorted to. It would,<br />
