For conifer species, Nu.40 per tree upto 10 trees.<br />

For broadleaved species, Nu.120 per tree upto 10 trees.<br />

For sawn timber, Nu. 1 per cft. upto 2,000 cft.<br />

For logs, Nu.0.80 per cft. upto 3,000 cft.<br />

For cham-sized conifer trees, Nu.30 per tree upto 80 trees.<br />

For broadleaf cham-sized trees, Nu.40 per tree upto 60 trees.<br />

The Minister pointed out that if the above rates were compared with the existing<br />

commercial royalty rates, the rural royalty rate is between 8 to 25% of the<br />

commercial rate for standing trees and 5 to 9% for sawn timber. For availing more<br />

than 5 broadleaf trees, the royalty rate has come down from Nu.140 to Nu.120 per<br />

tree. The revision of the royalty rates on the rural timber is therefore justified on<br />

the following grounds:<br />

1. The last revision, before July 2000 was done in 1993, more than 7<br />

years ago.<br />

2. The revised rate is 8-25% of the commercial royalty rate only.<br />

3. It is a negligible amount compared to the commercial value of the total<br />

timber eligible for allotment, which is about Nu.4 lakhs.<br />

The Minister said that with regard to the number of trees, the revised quantity<br />

has been arrived at based on the study conducted by the Ministry of<br />

Agriculture. If the quantity of timber eligible at present is converted to logs or<br />

sawn timber, the total quantity of conifer species eligible, excluding<br />

dangchung and tsim for rural house construction for a household comes to<br />

about 6,000 cft. and for broadleaf species 5,000 cft. It is felt that the quantity is<br />

more than adequate for the construction of an average sized house in the<br />

villages.<br />
