agreement signed with the Royal Government at the expiry of the deadline. Till<br />

now, the Royal Government and the armed forces have not been able to decide<br />

on a time frame for resolving the problem through peaceful means. As<br />

submitted by some of the Chimis earlier, the Foreign Minister expressed his<br />

hope that the ULFA will honour their commitment to remove the camps by<br />

December this year. Otherwise, in accordance with the agreed minutes of the<br />

meeting between the two parties as accepted by the National Assembly, the<br />

peaceful approaches will come to an end by December of the current year. If<br />

they do not honour their own undertaking, the recourse to military option would<br />

then be taken to expel the militants without the requirement of any further<br />

consultations and decisions of the National Assembly. Accordingly, it is to be<br />

understood that the Royal Government and the armed forces have received the<br />

authorization of the National Assembly to launch military operations against the<br />

ULFA and Bodo militants after December.<br />

After intensive discussions were held on the ULFA-Bodo problem for two days,<br />

the main substance of the views expressed by the members was that the<br />

militants had until now repudiated the persistent efforts of the Royal<br />

Government to find a peaceful solution. This had not only infuriated the people<br />

but also made them come to the conclusion that military action would ultimately<br />

have to be taken against the militants.<br />

The Speaker noted that there was general consensus that military action should<br />

be taken against the ULFA, in keeping with the decision of the 78 th Session, if<br />

they do not remove four of their camps from Bhutanese territory by December<br />

this year in keeping with the agreement they signed with the Royal Government.<br />

It was accordingly decided and the session was concluded for the day.<br />

When the debate on the ULFA-Bodo problem resumed on 6th July 2001, the<br />

Speaker reminded the members that intensive discussions had been held on this<br />

issue over the past two days and a decision had also been reached. The house<br />
