The Hon’ble Secretary for Health and Education said that since the non-formal education programme was started in 1992, it has benefited 8,086 people. There are a total of 209 non-formal education centers in the country, 6,108 students and 232 teachers. The Department of Education intends to educate people of all ages who cannot read and write by 2012 through non-formal education. If all the people in the country can be educated, it will definitely be possible to realize the noble goals of Gross National Happiness propounded by His Majesty the King. It lays a strong foundation for the development of the country’s unique national identity. The Chimi expressed the appreciation of the people of Lhuntse to the Royal Government for making concerted efforts in promoting the national language. The BCCI Chimi pointed out that Dzongkha is the most important among national symbols. As desired by His Majesty the King, and resolved by the National Assembly, the Royal Government gives added emphasis for the 254
promotion of the national language. He extended his appreciation and support for the sincere gratitude expressed by the Lhuntse Chimi. As a member of the Dzongkha Expert Committee, he offered his prayers that the programmes for the promotion of the most important national symbol will develop even more hereafter. 9. Appreciation for Simplifying Legal Procedures The Thimphu Chimi expressed appreciation and gratitude to the Royal Government for simplifying legal codes and procedures, which has immensely benefited the people. Since the registration of cases in court, and court attendance procedures have been simplified, the litigants no longer have to wait as long in hearing and dispensation of cases. The Chimi said that this would ensure fair and just trial, and definitely improve credibility and recognition of the court. Since the separation and empowerment of the Judiciary, the litigants can present themselves in court according to the routine of hearing rather than attend daily as and when they are called on ad hoc basis. This has prevented people from being away every day from daily works, and from paying fines when they do not report for the day. He expressed gratitude for the arrangement where litigants can hire Jabmi, and for passing the Civil and Criminal Prosecution Code by the National Assembly in its 79 th session. Since the day the code was endorsed, the title of judges fittingly becomes Dang Poen – Lord of Truth as conceived by Zhabdrung Ngawang Namgyal. As appealed by the members of the National Assembly, the preamble of the code consisting of articles Ka to Cha have not been repealed.
