If two or three Chathrims rather than many of them were endorsed in one<br />

session of the Assembly, the members would have the opportunity to go through<br />

them time and again, and be able to provide comments and suggestions. Those<br />

already passed could also be amended justifiably. As the country develop year<br />

by year owing to the wise leadership of His Majesty the King, there would be<br />

lots of inconveniences if Chathrims for Election of Representatives of People to<br />

the National Assembly, and of the Royal Advisory Councillors were followed<br />

without any amendment. The Chimis suggested that these Chathrims have to be<br />

amended.<br />

The representative of the Zhung Dratshang, Dorji Lopen and the Punakha Chimi<br />

remarked that the different Chathrims drafted by different ministries by<br />

considering the present and future well being of the country are indeed<br />

commendable. However, there are neither any preamble, dedicatory preface to<br />

protective and tutelary deities, nor concluding prayers in any of the Chathrims.<br />

If such preamble and conclusion could be inserted in all the Chathrims, it would<br />

be in keeping with the spiritual tradition of the country, and also look very<br />

appealing to non-Bhutanese readers. They said if a copy each of the acts<br />

endorsed were provided to members of the Assembly, they would prove<br />

beneficial especially in villages when legal decisions have to be taken.<br />

The Hon’ble Minister for Agriculture said that many members have pointed out<br />

the lack of ample time necessary to go through the Chathrims when many of<br />

them have to be endorsed in one session. One of the most important<br />

responsibilities of the National Assembly is to enact legislation. It would be<br />

beneficial if no limits were set on the number of acts to be approved, but<br />

consider passing them according to the need of the people and the government.<br />

As commanded by the Speaker, he expressed his hope that the legal committee<br />

could be established in the next session of the Assembly. He extended<br />

appreciation to the members for expressing their doubts and suggestion while<br />

discussing the Chathrims.<br />
