2. Appreciation for Establishment of FCB Fair Price Shops<br />

The Samdrup Jongkhar Chimi submitted that despite the absence of any order<br />

from the government, the shopkeepers in Bangtar and Nganglam Dungkhag<br />

have closed the shops owing to the prevailing security situation. Since the<br />

shopkeepers have to bring the goods from India, the Indian security forces feel<br />

that they are intended for ULFA-Bodo militants and therefore, prevent them<br />

from being taken inside Bhutan. The increasing suspicion of the Indian security<br />

forces could gradually undermine the Indo-Bhutan relationship. To prevent that,<br />

the shopkeepers have to shut down their shops.<br />

The shopkeepers have volunteered to work either in the fields in villages or as<br />

national workforce. The people of the two Dungkhags face serious difficulty<br />

without having access to important provisions. Considering the hardship<br />

suffered by the people, His Majesty has commanded the FCB to establish fair<br />

price shops. Their immediate establishment has enabled people to purchase<br />

supplies at least at Maximum Retail Price. Moreover, the construction of a food<br />

depot with an approximate storage capacity of 200 tons of grains is near<br />

completion. The security forces have also been deployed to ensure the security<br />

of the people in the area. The Chimi submitted that the people of the two<br />

Dungkhags extend their profound gratitude to His Majesty the King.<br />

The Hon’ble Agriculture Minister informed the National Assembly that as<br />

commanded by His Majesty the King, the Ministry can also distribute yarns for<br />

women to weave clothes let alone provide essential food supplies to the people<br />

of the two Dungkhags. Since a fleet of six to seven trucks has to travel together<br />

to deliver food supplies in these areas, there are grave security risks since they<br />

have to travel through Assam highways. However, the Royal Bhutan Army and<br />
