of factors, but collective action is effective in bringing about change. Groups’ roles<br />

of representation, education <strong>and</strong> scrutiny are used differently by groups who employ<br />

insider <strong>and</strong> outsider strategies. Whether they are political insiders or outsiders, they<br />

can use either or both kinds of strategies to exercise influence.<br />
