About the author<br />

Ian McAuley is a retired lecturer in public finance, University of Canberra. Because<br />

of the prominence of health care in government finance, he has taken a strong<br />

interest in the way Australia <strong>and</strong> other countries finance health care – their mix of<br />

direct payments, public insurance <strong>and</strong> private insurance. He has delivered several<br />
