power invested in the office of PM&C <strong>and</strong> increasingly ‘securitised’ through the<br />

operation of multiple new or strengthened security/intelligence organs, mentioned<br />

above. Shifts in the international environment <strong>and</strong> the domestic policy-making<br />

terraininAustraliawillcombinetoshapehowforeignpolicyisdirectedinan<br />

uncertain future, full of ‘wicked’ problems – i.e. challenges that defy easy resolution,<br />

<strong>and</strong> often dem<strong>and</strong> co-ordinated ‘whole of government’ responses. And yet Andrew<br />

Phillips reminds us that ‘<strong>Australian</strong>s have also proved remarkably adept in adjusting<br />

to changing international circumstances’. 79 Time will tell.<br />
