3.8.8 EU-Ratspräsidentschaft Belgiens 2/2001
Das belgische Logo stellt eindeutig das Gründungsmitglied der
Europäischen Wirtschaftsgemeinschaft als „key Player“ dar – aber in
dezenter Form durch eine stilisierte „Melone“ in den belgischen
Nationalfarben. Ganz bewusst wurde auf die surrealistische Tradition und
die Gemälde René Magrittes zurückgegriffen. Die konzentrischen Kreise
sollen die unterschiedlichen Gemeinschaften und auch Sprachgruppen in
Belgien andeuten.
In vier Sprachen – Englisch, Deutsch, Flämisch und Französisch wurde der
Internetauftritt umgesetzt und konnte innerhalb von sechs Monaten
600.000 BesucherInnen registrieren bei 53 Millionen Hits. 182 Auch blieb die
Seite im Netz archiviert.
Insgesamt wirkt der Auftritt aber nicht so offen, jugendlich und interaktiv wie
jener von Schweden zuvor.
Die belgische Präsidentschaft versuchte aber auch in einem der meist
vernachlässigten Bereiche, der Identitätspolitik, durch Einsetzung der
Erasmus Group initiativ zu werden:
„It was Europe on the verge of expansion that brought together (with the
help of the Belgian Government) an intellectual think tank known as the
Erasmus Group to help solve the capital dilemma. Koolhaas was among
those invited by EC President Prodi and Prime Minister Verhofstadt to
participate. The meetings, in May and September of 2001, were held in
order to discuss what the needs and functions of a European capital were
and how Brussels could best fulfill or implement them. At the first meeting
of the group in May, Umberto Eco discussed “the ‘soft’ capital, predicting
that the idea of a single European culture should be replaced by the one of
a network in which the capital city is like a server distributing Europe’s
cultural “software“. At the September meeting, in contrast, Koolhaas
explained his vision of “the ‘hard’ capital. He saw the capital mandate as
twofold: to establish the image of the Union first through communication,
and then through the rearrangement of the built institutions“. 183
