Minimum Monitoring and Maintenance RequirementsBoeing must follow the applicable requirements listed below when referenced by anapplicable requirement from Section LA or LB of this permit. With the exception of testsperformed under Sections II.A.2(m) and the Relative Accuracy Test performed underSection ILA.2(r), the tests performed to satisfy the requirements of any monitoringmethod under Section II of this permit are monitoring tests and are not considered"compliance tests" for purposes of Section V.N.1.(iii)ofthis permit. [WAC 173-401-615,10/17/02]1. Facility-Wide Monitoring(a) Opacity MonitoringBoeing shall conduct visible emission inspections of the facility at least once per calendarquarter. Inspections are to be performed while the facility is in operation during daylighthours. If during a quarterly visible emissions inspection visible emissions other thanuncombined water are observed from a single unit or activity, Boeing shall as soon aspracticable but within 24 hours of the initial observation:• Take corrective action, which may include shutting down the unit or activity until itcan be repaired, until there are no visible emissions (or until the unit or activity isdemonstrated to be in compliance with all applicable opacity limitations in the permitusing the reference test method); or,• Determine the opacity using the reference test method, or• Observe for a minimum of 15 minutes, or until visible emissions have been observedfor a total of 45 seconds, whichever is a shorter period. If visible emissions other thanuncombined water are observed from a single unit or activity lasting longer than 45seconds during a 15 minute interval, Boeing may continue to observe visibleemissions for an additional 45 minutes or until visible emissions have been observedfor a total of 3 minutes in the hour, whichever is a shorter period.
