A process stream is each individual combination of resin orgel coat, application technique, and control technique. Process streams within operationstypes are considered different from each other if any of the following four characteristicsvary:• the organic HAP content of the neat resin plus, or neat gel coat plus• the gel coat type,• the application technique, or• the control technique.Organic HAP emissions factors must be calculated for each different process stream byusing the appropriate equations in Table I of 40 CFR 63 Subpart WWWW (II.A.2(v)) foropen molding, or site-specific organic HAP emissions factors discussed in 40 CFR63.5796 (EU 8.34). The emission factor calculation should include any and all emissionreduction techniques used including any add-on controls. If vapor suppressants are usedto reduce HAP emissions, Boeing must determine the vapor suppressant effectiveness byconducting testing according to the procedures specified of appendix A of 40 CFR 63Subpart WWWW.[40 CFR 63.5810(a)(1), 8125/05]If the calculated emission factor is less than or equal to the appropriate emission limit,Boeing has demonstrated that the process steam complies with the emission limit in Table3 to Subpart WWWW.Itis not necessary that all process streams, consideredindividually, demonstrate compliance to use this option for some process streams.However, for any individual resin or gel coat Boeing uses, to be used in any averagingcalculations described in 40 CFR 63.5810(b) through (d), then all process steams usingthat individual resin or gel coat must be included in the averaging calculations.
