NSPS Fuel Burning Equipment Reporting Requirements(a) NSPS Excess Emission and Monitoring Systems PerformanceReports - Nitrogen Oxides & OpacityFor opacity and NOx for Boilers No.4, No.5, and No.6, Boeing shall submit a Summary (and, ifnecessary, an Excess Emissions and Monitoring System) Report to the <strong>Puget</strong> <strong>Sound</strong> <strong>Clean</strong> <strong>Air</strong><strong>Agency</strong> monthly25. <strong>Puget</strong> <strong>Sound</strong> <strong>Clean</strong> <strong>Air</strong> <strong>Agency</strong> Regulation I, Article 12 requires thefollowing NSPS reporting on a monthly schedule, to be postmarked by the 30 th day followingeach monthly reporting period. Reports must include:• The magnitude of excess emissions computed in accordance with 40 CFR 60. 13 (h), the dateand time of commencement and completion of each period of excess emissions, and theprocess operating time during the reporting period;• Specific identification of each period of excess emissions that occurs during startups,shutdowns, and malfunctions of the affected facility along with the nature and cause of anymalfwlction (if known), the corrective action talcen or preventive measures adopted;• The date and time identifying each period during which the CEMS was inoperative except forzero and span checks and the nature ofthe system repairs or adjustments; and• When no excess emissions have occurred or the CEMS has not been inoperative, repaired oradjusted, such information must be stated in the report.25 According to the Dec. 13. 2006 NSPS delegation leiter from Richard Albright, US EPA, to Dennis McLaren,<strong>Puget</strong> <strong>Sound</strong> <strong>Clean</strong> <strong>Air</strong> <strong>Agency</strong>, <strong>Puget</strong> <strong>Sound</strong> <strong>Clean</strong> <strong>Air</strong> <strong>Agency</strong> is the sole recipient of all NSPSnotifications and reports, unless EPA requests such notifications and reports from sources.Boeing-Everett <strong>Permit</strong>. issued September 12, 2008; Administrative Amendment 3: October 10, 2012
