Hardesty to F. Migaiolo, Request for AlternateMonitoring and Alternate Span Value Calibration for NOx CEMs at Three Boilers inthe Boeing Everett facility. See Attachment 13.(ii) NOx, Boiler No.4, 5 and, 6Boeing shall operate and maintain a continuous emission monitoring system inaccordance with applicable standards (including 40 CFR Part 60 Subpart A, SubpartDb, Appendix B, Appendix F, <strong>Puget</strong> <strong>Sound</strong> <strong>Clean</strong> <strong>Air</strong> <strong>Agency</strong> Regulation I Article12, and applicable permit requirements) to monitor NOx and oxygen in the exhaustgas streams of Boilers No.4, No.5, and No.6. [Order of Approval No. 7438,Condition No.4 (8/4/99)]Data from the continuous emission monitoring system shall also be used todemonstrate compliance with the 12-month rolling NOx emission cap. [Order ofApproval No. 7438, Condition No. 10(8/4/99);Boeing shall install and have operational all required CEMS prior to conductingperformance tests under 40 CFR 60.8 at all NSPS facilities. Verification ofoperational status shall, at a minimum, include completion of the manufacturer'swritten requirements or recommendations for installation, operation, and calibrationof the device. [40 CFR 60. 13(b), 611106]Except for system brealcdowns, repairs, calibration checks, and zero and spanadjustments required under 40 CFR 60. 13 (d), NOx monitoring system, shallcomplete a minimum of one cycle of operation (sampling, analyzing, and datarecording) for each successive IS-minute period. [40 CFR 60.1 3 (e)(2), 6/1106]CEMS shall be installed to obtain representative measurements of emissions orprocess parameters. Procedures in the applicable Performance Specifications ofAppendix B shall be used.
