MONITORING, MAINTENANCE, AND RECORDKEEPING Pennit No. 13120Expiration Date: September 12,2013Page 188 of291are observed for a total of 3 minutes during the 60 minute observation, or if visibleemissions have been observed for a total of 45 seconds during the 15 minuteobservation, and Boeing did not elect to continue the visible emission inspection asdescribed above, Boeing shall, as soon as practicable but within 24 hours of the initialobservation either;ooTake corrective action, which may include shutting down the unit or activitynntil it can be repaired, until there are no visible emissions (or until the unit oractivity is demonstrated to be in compliance with all applicable opacitylimitations in the pennit using the reference test method); or,Alternatively, determine the opacity using the reference test method.Failure to take action as described above must be reported under Section V.MCompliance certifications or V. Q Reporting of this permit.If Boeing observes visible emissions from an emergency generator or generator for firesuppression pumps, Boeing shall check to make sure that the generator is operated andmaintained properly and either shut it down within 3 hours or observe visible emissionsusing WDOE Method 9A within 30 days.All observations using the opacity reference test method shall be reported according toV.Q.4 Method 9A Reports.[WAC 173-401-615(1)(b), 10/17/02](b) Complaint ResponseBoeing shall record and commence an investigation of air pollution complaints as soon aspracticable, but no later than three working days after receipt by Boeing. Boeing shallidentify complaints regarding these emissions as follows:i. Any emissions that are, or likely to be, injurious to human health, plant or animallife, or property, or which unreasonably interfere with enjoyment of life andproperty; orii. Any fugitive dust emissions, orBoeing-Everett <strong>Permit</strong>, issued September 12, 2008; Administrative Amendment 3: October 10, 2012
