PERMIT ACTIONSA. <strong>Permit</strong> Renewal, Revocation and Expiration(1) Renewal application. Boeing shall submit a complete permit renewal application tothe <strong>Puget</strong> <strong>Sound</strong> <strong>Clean</strong> <strong>Air</strong> <strong>Agency</strong> no later than 12 months prior to the expiration ofthis permit. The <strong>Puget</strong> SOlmd <strong>Clean</strong> <strong>Air</strong> <strong>Agency</strong> will send Boeing a renewalapplication no later than 18 months prior to the expiration of this permit. Failure of the<strong>Puget</strong> <strong>Sound</strong> <strong>Clean</strong> <strong>Air</strong> <strong>Agency</strong> to send Boeing a renewal application shall not relieveBoeing from the obligation to file a timely and complete renewal application. [WAC173-401-710(1),10/17/02; WAC 173-401-500(2), 10/17/02](2) Expired permits. <strong>Permit</strong> expiration terminates Boeing's right to operate unless atimely and complete renewal application has been submitted consistent with WAC 173-401-710(1) and WAC 173-401-500. All terms and conditions of the permit shallremain in effect after this permit expires if a timely and complete permit applicationhas been submitted. [WAC 173-401-710(3), 10/17/02]':(3) Revocation of permits. The <strong>Puget</strong> <strong>Sound</strong> <strong>Clean</strong> <strong>Air</strong> <strong>Agency</strong> may revoke a permit onlyupon the request of Boeing or for cause. The <strong>Puget</strong> <strong>Sound</strong> <strong>Clean</strong> <strong>Air</strong> <strong>Agency</strong> shallprovide at least thirty days written notice to Boeing prior to revocation of the permit ordenial of a permit renewal application. Such notice shall include an explanation of thebasis for the proposed action and afford Boeing an opportunity to meet with the <strong>Puget</strong><strong>Sound</strong> <strong>Clean</strong> <strong>Air</strong> <strong>Agency</strong> prior to <strong>Puget</strong> <strong>Sound</strong> <strong>Clean</strong> <strong>Air</strong> <strong>Agency</strong>'s final decision. Arevocation issued under this condition may be issued conditionally with a futureeffective date and may specifY that the revocation will not take effect if Boeing satisfiesthe specified conditions before the effective date. Nothing in this subsection shall limit<strong>Puget</strong> <strong>Sound</strong> <strong>Clean</strong> <strong>Air</strong> <strong>Agency</strong>'s authority to issue emergency orders.
