STANDARD TERMS AND CONDITIONS<strong>Permit</strong> No. 13120Expiration Date: September 12,2013Page 249 of291• Boeing shall keep all data, assumptions, and calculations used to determineorganic HAP emissions factors or average organic HAP contents for operations inTables 3 and 7 of 40 CPR 63 Subpart WWWW.• Boeing shall keep a certified statement of compliance with the work practicerequirements of 40 CPR 63 Subpart WWWW Table 4.[40 CFR 63.5915 (8/25/05)]Records to demonstrate continuous compliance:• Boeing must collect and keep records of resin use, organic HAP content, andoperation where the resin is used if meeting any organic HAP emissions limitsbased on a limit in 40 CPR 63 Subpart WWWW Tables 3 (EU 8,48 through EU8.53). Boeing must collect and keep records of resin use, organic HAP content,and operation where the resin is used if meeting any organic HAP content limitsin 40 CPR 63 Subpart WWWWTable 7 (II.A.2(z», if Boeing is averaging organicHAP contents. Resin use records may be based on purchase records if Boeing canreasonably estimate how the resin is applied. The organic HAP content recordsmay be based on MSDS or on resin specifications supplied by the resin supplier.[40 CPR 63.5895(c) (8/25/05)]• If Boeing initially demonstrates that all resins individually meet the applicableorganic HAP emissions limits, or organic HAP content limits, then resin userecords are not required. However, Boeing must include a statement in eachcompliance report that all resins still meet the organic HAP limits for compliantresins shown in 40 CPR 63 Subpart WWWW Tables 3 (EU 8,48 through EU8.53) or 7 (II.A.2(z». If after this initial demonstration, Boeing changes to ahigher organic HAP resin or increase the resin organic HAP content, or changes toa higher-emitting resin application method, then Boeing must either againdemonstrate that all resins still meet the applicable organic HAP emissions limits,or begin collecting resin use records and calculate compliance on a 12-monthrolling average.
