EMISSION UNIT SPECIFIC REQUIREMENTSLB. 4 NSPS - Fuel Burning Equipment<strong>Permit</strong> No. 13120Expiration Date: September 12,2013Page 97 of291EU 4.11 40 CFR 60.II(d) At all times, including periods of startup, II.A.2(d)(iv)(10/17/00) shutdown, and malfunction, Boeing shall, to Stearnthe extent practicable, operate and maintain GeneratingBoilers #4, #5, and #6, including associated Boilersair pollution control equipment in a mannerconsistent with good air pollution controlpractice for minimizing emissions,Determination of whether acceptableoperating and maintenance procedures arebeing used will be based on informationavailable to the Administrator which mayinclude, but is not limited to, monitoringresults, opacity observations, review ofoperations and maintenance procedures, andinspection of the source.EU 4.12 40 CFR 60.12 Boeing shall not build, erect, install, or use NMR(3/8/74) any article, machine, equipment or process,the use of which conceals an emission whichwould otherwise constitute a violation of anapplicable (40 CFR Part 60) standard. Suchconcealment includes, but is not limited to, theuse of gaseous diluents to achieve compliancewith an opacity standard or with a standard,which is based on the concentration of apollutant in the gases discharged to theatmosphere.EU 4.13 40 CFR 60.13(a) All CEMS required under an applicable NMR(8/27/01) subpart are subject to 40 CFR 60.13 uponpromulgation of performance specificationsunder Appendix B and Appendix F, unlessotherwise specified.EU 4.14 40 CFR 60.13(d) CEMS shall have their zero (or low level NMR(8/27/01 ) value between 0 and 20% of span value) andspan (50 to 100% of span value) calibrationdrifts checked at least once daily. The zeroand span shall, as a minimum, be adjustedwhenever the 24-hour zero drift or span driftexceeds two times the applicable performancespecification limits in Appendix B.
