Boeing may use any combination of uncontrolled primers, including waterborneprimers, at one or more emission units, within that same facility, where aerospaceexterior commercial priming operations occur that are subject to 40 CFR63.745(c), provided that:(a) The monthly volume-weighted average organic HAP content of the combinationof exterior commercial primers does not exceed 650 g/liter (less water); and(b) The monthly volume-weighted average VOC content of the combination ofexterior commercial primers does not exceed 650 g/liter (less water and exemptsolvents).[40CFR 63.752(c)(4), 9/1/98]2. (a) Doeing shall maintain records of the monthly volume-weighted average mass oforganic HAP emitted per Wlit volume of primer as applied (less water) (Ha) for allexterior commercial primers for which averaging is used to meet the HAP contentlimit (as determined by the procedures specified in 40 CFR 63.750(d»; and alldata and calculations used to determine Ha for each emission wlit for whichBoeing wishes to use this averaging scheme to demonstrate compliance with theHAP content limit.
