EMISSION UNIT SPECIFIC REQUIREMENTSLB. 4 NSPS - Fuel Burning EquipmentPermit No. 13120Expiration Date: September 12, 2013Page 98 of291EU 4.15 40CFR60.13(e) Except for system breakdowns, repairs, NMR(8/27/01) calibration checks, and adjustments requiredunder 40 CFR 60.l3(d), all monitoringsystems shall be in continuous operation andall CEMS shall complete a minimum of onecycle of operation (sampling, analyzing, anddata recording) for each successive 15-minuteperiod.EU 4.16 40 CFR 60.13(1) CEMS shall be installed to obtain NMR(8/27/01) representative measurements of emissions orprocess parameters. Procedures in theapplicable Performance Specifications ofAppendix B shall be used.EU 4.17 40 CFR 60.13(h) CEMS other than opacity shall reduce all data NMR(8/27/01 ) to I-hour averages. One-hour averages shallbe computed from 4 or more data pointsequally spaced over each I-hour period. Datarecorded during periods of breakdowns,repairs, calibration checks, and zero and spanadjustments shall not be included in theaverages. All excess emissions shall beconverted into units ofthe standards. Afterconversion, the data may be rounded to thesame number of significant digits as used inthe applicable subparts.EU 4.18 40 CFR 60.13(i) EPA may approve alternatives to any NMR(8/27/01) monitoring procedures or requirements of 40CFR Part 60.EU 4.19 40 CFR 60.13(j) Boeing may request an alternative to the NMR(8/27/01) relative accuracy test specified in PerformanceSpecification 2 of Appendix B.EU 4.20 40 CFR 60.14(a) Any physical or operational change to an NMR(10/17/00) existing facility which results in an increase inthe emission rate to the atmosphere of anypollutant to which a standard applies shall beconsidered a modification within the meaningof Section III of the Act.
