SUBPROGRAMME DEFENCE FOREIGN<br />
RELATIONS<br />
Overview<br />
<strong>Defence</strong> Foreign Relations (DFR) contributed<br />
towards Government’s imperatives and the Plan <strong>of</strong><br />
Action by increasing South Africa’s representation<br />
specifically in Africa, as seen by the opening <strong>of</strong><br />
a Military Attaché Office at the South African<br />
High Commission in Uganda during June 2007.<br />
The subdivision was centrally involved in the<br />
arrangements <strong>of</strong> all bilateral international meetings.<br />
In Africa it was involved with continental and<br />
regional multilateral organisations’ defence and<br />
security structures, with special emphasis on the<br />
activities <strong>of</strong> the Southern African Development<br />
Community Organ and the Interstate <strong>Defence</strong> and<br />
Security Committee, as such giving impetus to the<br />
Government’s foreign relations initiatives (e.g. the<br />

The Minister <strong>of</strong> <strong>Defence</strong> approved the appointment<br />
<strong>of</strong> eight designated <strong>Defence</strong> Attachés for the normal<br />
changeover <strong>of</strong> existing <strong>Defence</strong> Attaché <strong>of</strong>fice<br />
personnel, as well as four SANDF members who<br />
have been earmarked to open new military <strong>of</strong>fices<br />
in Canada, Tunisia, Vietnam and Sweden during<br />
FY 2008/09.<br />
<strong>Defence</strong> Foreign Relations successfully presented<br />
the Third <strong>Defence</strong> Attaché Conference in Pretoria<br />
in June 2007, where the serving <strong>Defence</strong> Attachés<br />
were informed about the latest developments in<br />
foreign and defence policies, as well as the <strong>Defence</strong><br />
Foreign Relations Strategy. The national strategic<br />
importance <strong>of</strong> this event was underlined by the<br />
personal involvement <strong>of</strong> the Minister <strong>of</strong> <strong>Defence</strong>,<br />
who opened the conference, and the Secretary for<br />
<strong>Defence</strong>, who closed the event. DFR contributed<br />
to the achievement <strong>of</strong> the Apex Priorities <strong>of</strong> the<br />
President by ensuring that the annual meeting <strong>of</strong><br />
the Joint Permanent Commission on <strong>Defence</strong> and<br />
Security with Zimbabwe, and the support that the<br />
<strong>Defence</strong> Attachés afforded the SA <strong>Defence</strong>-Related<br />
Industry, contribute to the economic priorities <strong>of</strong><br />
