operations has far exceeded the original anticipated<br />

level <strong>of</strong> involvement. Thus, the DOD has had to<br />

continuously balance dual responsibilities: preparing<br />

for defending the country and its people, while at<br />

the same time increasingly getting involved in peace<br />

support operations and other operations.<br />

The DOD has made every effort to reprioritise<br />

its business in order to stay within the budget<br />

allocation. However, this has adversely affected<br />

the ability <strong>of</strong> the SANDF to maintain and sustain<br />

certain capabilities due to budget constraints. It<br />

was hoped that the situation would be addressed.<br />

This situation is being addressed through Cabinet<br />

approval <strong>of</strong> the proposals contained in the update<br />

<strong>of</strong> the White Paper on <strong>Defence</strong> and the <strong>Defence</strong><br />

Review. The submission <strong>of</strong> these documents to<br />

Cabinet was delayed and the <strong>Defence</strong> Update, now<br />

known as <strong>Defence</strong> Update 2025, will be submitted<br />

for approval in 2008.<br />

SERVICES RENDERED<br />

The services rendered by the <strong>Department</strong> <strong>of</strong><br />

<strong>Defence</strong> are detailed in <strong>Chapter</strong> 2 to 10 <strong>of</strong> the<br />

Annual Report.<br />

DISCONTINUED SERVICES<br />

Discontinued activities and activities to be<br />

discontinued are described in the Report by the<br />

Accounting Officer to the Executive Authority and<br />

Parliament <strong>of</strong> the Republic <strong>of</strong> South Africa, on the<br />

financial performance <strong>of</strong> the <strong>Department</strong> (Page<br />

294).<br />

NEW/PROPOSED SERVICES<br />

The Report by the Accounting Officer to the<br />

Executive Authority and Parliament <strong>of</strong> the Republic<br />

<strong>of</strong> South Africa describes new and proposed<br />

activities (Page 217).<br />

LOSSES AND DAMAGES<br />

The Accounting Officer describes to the Executive<br />

Authority and Parliament <strong>of</strong> the Republic <strong>of</strong> South<br />

Africa the nature, value <strong>of</strong> losses and damage to<br />

State assets benchmarked against FY 1998/99, in<br />

the Report on the financial performance <strong>of</strong> the<br />

<strong>Department</strong> (Page 294).<br />
