7.1.2 SA Navy.<br />

• The first phase (inception phase) for the establishment <strong>of</strong> a PPP for a Sea Safety Training Centre in<br />

Simons Town has been completed. The second phase for conducting a feasibility study is nearing<br />

completion (planned for end <strong>of</strong> June 2008) after which phase three, being the procurement <strong>of</strong> the<br />

service will commence.<br />

• An intended PPP project for the establishment <strong>of</strong> a new SA Navy headquarters building and<br />

Naval mess has been registered with the National Treasury and phase one, the inception phase, is<br />

in progress.<br />

7.1.3 SA Military Health Services.<br />

• The SAMHS registered a PPP in terms <strong>of</strong> Treasury Regulation 16 regarding “health care facilities<br />

and hospital referral services in Durban and seven other selected areas”. The PPP is directed<br />

towards identifying suitable health facilities where the SAMHS can admit patients at its own<br />

discretion for either surgical procedures and/or as in patients for consultation by SAMHS health<br />

care practitioners. The transaction advisor has been appointed and the feasibility study has been<br />

completed, Treasury Approval I was granted in January 2005. The project is in its Treasury<br />

Approval IIA which entails the consideration for the proposed PPP agreement and will be<br />

obtained early in the 2008/09 financial year.<br />

• The SAMHS also, in January 2008, registered two additional projects with the National Treasury<br />

for the establishment <strong>of</strong> a new SAMHS headquarters and new facilities for a Military Health<br />

Training Formation.<br />

7.1.4 Human Resource Division. An intended PPP project for the establishment <strong>of</strong> a SA National<br />

<strong>Defence</strong> Training Institute has been registered with the National Treasury. Phase one, the inception<br />

phase, is in progress.<br />

7.1.5 <strong>Defence</strong> Intelligence Division. An intended PPP project for the establishment <strong>of</strong> a <strong>Defence</strong><br />

Intelligence Headquarters has been registered with the National Treasury. Phase one, the inception<br />

phase, is in progress.<br />

8. Corporate Governance Arrangements (IFAS Standard)<br />

8.1.1 Leadership. Senior commanders and managers <strong>of</strong> the <strong>Department</strong> exercise their leadership in<br />

accordance with the constitutional principles <strong>of</strong> transparency, good governance and accountability.<br />

Confidentiality is preserved in certain circumstances when it is in the national interest to do so.<br />

8.1.2 Codes <strong>of</strong> Conduct. Codes <strong>of</strong> conduct have been formally adopted for military members and<br />

public service employees. All <strong>of</strong>ficials subscribed to the standards contained in these codes by<br />

signature. Disciplinary procedures are applied for non-conformance.<br />

8.1.3 Conflict <strong>of</strong> Interest. Senior managers declare their economic interest annually. Members <strong>of</strong><br />

management bodies dealing with procurement and acquisition are required to declare potential<br />

conflicts and withdraw before commencement <strong>of</strong> meetings. All <strong>of</strong>ficials are required to declare<br />

gifts in registers open to scrutiny.
