P<strong>rogramme</strong> 1: Administration<br />

The Administration P<strong>rogramme</strong> oversees the<br />

activities <strong>of</strong> the <strong>Department</strong> by formulating policy,<br />

providing strategic direction, and organising the<br />

<strong>Department</strong> in terms <strong>of</strong> its structure and force design<br />

to achieve the objectives <strong>of</strong> defence. It provides<br />

services in the areas <strong>of</strong> corporate management,<br />

planning and reports, human resources, legal matters,<br />

religious guidance, corporate communications,<br />

Reserve Force issues and defence foreign relations.<br />

Administration provides services with regard to<br />

the directives in the area <strong>of</strong> political direction,<br />

which is the responsibility <strong>of</strong> the Minister <strong>of</strong><br />

<strong>Defence</strong>, and departmental direction, which is<br />

the responsibility <strong>of</strong> the Secretary for <strong>Defence</strong>.<br />

The Administration P<strong>rogramme</strong> consists <strong>of</strong> the<br />

PURPOSE<br />

The Administration P<strong>rogramme</strong> conducts the policy<br />

development, management and administration <strong>of</strong><br />

the <strong>Department</strong>.<br />

OUTPUTS<br />

The main outputs <strong>of</strong> the Administration P<strong>rogramme</strong><br />

for the DOD are defence policy advice, providing<br />

strategic direction through resource allocation<br />

advice, corporate plans, reports and ministerial<br />

services. However, it also provides specific<br />

operational outputs for Services and Divisions in<br />

the <strong>Department</strong>.<br />

SUBPROGRAMME MINISTERIAL<br />

DIRECTION<br />

Overview<br />

The Minister <strong>of</strong> <strong>Defence</strong> has ensured the fulfilment<br />

<strong>of</strong> the DOD’s mission, to defend and protect<br />

the sovereignty and the territorial integrity <strong>of</strong><br />

the Republic as well as to support the people by<br />

maintaining cost-effective defence capabilities, in<br />

order to be prepared and equipped to participate in<br />

operations as ordered and funded by Government.<br />

The DOD has contributed to global security. Further<br />

institutionalisation <strong>of</strong> good governance within the<br />

DOD has been pursued through effective, efficient<br />

and economical management, administration and<br />

accounting located within the evolving regulatory<br />

framework and Government policy.<br />
