Management Information Systems and the<br />
<strong>Department</strong> <strong>of</strong> Foreign Affairs regarding telephone<br />
and Internet access at <strong>Defence</strong> Attaché <strong>of</strong>fices in<br />
the various RSA Missions abroad, to ensure that<br />
the <strong>Defence</strong> Attaché Offices’ communications<br />
are enhanced and incorporated into that <strong>of</strong> the<br />
mission.<br />
High-level presenters from within the DOD, the<br />
<strong>Department</strong> <strong>of</strong> Foreign Affairs and academic<br />
institutions orientated <strong>Defence</strong> Attaché candidates<br />
during a <strong>Defence</strong> Foreign Relations course regarding<br />
defence foreign relations functions and the important<br />
aspects <strong>of</strong> defence diplomacy. To ensure that future<br />
foreign relations courses are properly accredited and<br />
that sound standards are maintained in the training<br />
<strong>of</strong> the military diplomats, the unit standards for the<br />
<strong>Defence</strong> Attaché/Advisor and <strong>Defence</strong> Foreign<br />
Relations course were submitted to SAQA at the<br />
end <strong>of</strong> October 2007 for accreditation.<br />
The human resources composition <strong>of</strong> DFR closely<br />
reflects that <strong>of</strong> the country and is in line with the<br />
departmental goals <strong>of</strong> equity. Special care has also<br />
been taken in the appointment <strong>of</strong> <strong>Defence</strong> Attachés<br />
to ensure that the DOD is representing the face <strong>of</strong><br />
South Africa abroad.<br />

In an effort to streamline internal control measures,<br />
DFR has published the <strong>Defence</strong> Cooperation Plans<br />
on the DOD Intranet to provide an enhanced service<br />
within the DOD, in order to ensure that the DOD<br />
clients have easy access to the military-to-military<br />
relations between the RSA and relevant countries. In<br />
combating crime, DFR has updated and issued the<br />
vehicle control instruction to enhance the control<br />
<strong>of</strong> <strong>of</strong>ficial vehicles and to minimise the misuse <strong>of</strong><br />
those State assets under control <strong>of</strong> DFR. Anti-crime<br />
messages and code <strong>of</strong> conduct issues have been<br />
regularly communicated to DFR members.<br />
DFR has managed the exponential increase in<br />
defence diplomacy activities in the DOD, despite<br />
the structure <strong>of</strong> the organisation not being aligned<br />
with the functions that it is expected to perform.<br />
