Overview<br />
An exciting development, which came close to<br />
reaching finality, was the reconstruction <strong>of</strong> the entire<br />
<strong>Department</strong> <strong>of</strong> <strong>Defence</strong>, with the <strong>Defence</strong> Policy,<br />
Strategy and Planning Division being no exception.<br />
The new structure is finalised; the challenge now<br />
is financing, equipping and staffing the structure.<br />
The Division is now known as the <strong>Defence</strong> Policy,<br />
Strategy and Planning Division. However, the<br />
approval <strong>of</strong> the structure has seen certain functions<br />
migrating from the Division to other Services<br />
and Divisions and certain functions have been<br />
recognised as important outputs <strong>of</strong> the Division<br />
by capacitating them with reasonable structures to<br />
carry those functions.<br />
Readiness maintained in accordance<br />
with the force employment<br />
guidelines through the Military<br />
Command Council<br />
The Chief <strong>of</strong> the SANDF has ensured<br />
the SANDF’s readiness through the<br />
strategic direction provided at the<br />
Military Command Council meetings.<br />
The Chief <strong>of</strong> the SANDF directed the<br />
maintenance <strong>of</strong> readiness levels and<br />
force preparation in accordance with<br />
force employment guidelines.<br />
The SANDF was therefore able to<br />
comply with the readiness levels for<br />
peace support operations as well as<br />
internal deployments in support <strong>of</strong><br />
State departments. Detailed reports<br />

Deployment <strong>of</strong> mission-ready SANDF<br />
forces took place as ordered and within<br />
the time frame. The SANDF deployed<br />
2 500 members on six peace support<br />
operations, six military assistance<br />
missions and three internal operations.<br />

Operation BATA, the SANDF<br />
emergency response to the <strong>Department</strong><br />
<strong>of</strong> Health during the public sector<br />
labour action from<br />
2 to 28 June 2007, was successfully<br />
executed. Parliament, the Cabinet<br />
and the Minister <strong>of</strong> Public Service<br />
and Administration acknowledged the<br />
excellent performance <strong>of</strong> the SANDF.<br />
The <strong>Defence</strong> Policy, Strategy and Planning Division’s<br />
core objectives were successfully implemented<br />
and have ensured that defence policy, strategy,<br />
plans, reports and departmental instructions for<br />
the <strong>Department</strong> <strong>of</strong> <strong>Defence</strong> are fully aligned with<br />
Government policy and the defence needs <strong>of</strong><br />
South Africa. The Division provides administrative<br />
support and pr<strong>of</strong>essional advice on national security<br />
policy matters and coordinates the strategic direction<br />
process by developing, formulating, monitoring<br />
and adapting defence policy, strategy and plans in<br />
accordance with national policy.<br />
Various interventions aimed at improving the<br />
quality <strong>of</strong> reporting were introduced. This involved<br />
monitoring and evaluation, which focused on a<br />
multi-pronged approach to ensure a qualificationfree<br />
audit. Research and analytical support to defence<br />
policy and planning activities has been provided<br />
during the period under review.<br />
