Achievements regarding specific matters under<br />
oversight by the portfolio committees are reflected<br />
in the following paragraphs:<br />
Veterans: The Military Veterans Directorate is<br />
committed to quality service delivery directed at<br />
ensuring that military veterans are taken care <strong>of</strong><br />
through the various military veterans associations.<br />
Equally, the DOD has a responsibility to ensure that<br />
its internal processes support these efforts. With<br />
the required budget and other resource allocations,<br />
the HR Division will be able to fulfil its mandate as<br />
prescribed in the Military Veterans Act, 1999 (Act<br />
No. 17 <strong>of</strong> 1999).<br />

Military Skills Development System<br />
(MSDS): A total <strong>of</strong> 1 882 MSDS members<br />
successfully completed their two-year MSDS<br />
contract periods in December 2007. During<br />
FY 2007/08, 1 648 MSDS members <strong>of</strong> the<br />
January 2006 intake accepted Core Service<br />
System (CSS) contracts after completion <strong>of</strong> their<br />
two-year contact periods. A total <strong>of</strong> 94 MSDS<br />
members <strong>of</strong> the July 2006 intake, as well as 100<br />
MSDS members <strong>of</strong> the January 2007 intake,<br />

have accepted CSS contracts before completion<br />
<strong>of</strong> their two-year MSDS contract periods. The<br />
intake <strong>of</strong> July 2007 is 779 members strong and<br />
2 406 MSDS members reported for duty during<br />
the January 2008 intake.<br />
DOD Service Delivery Improvement Plan in<br />
terms <strong>of</strong> the DPSA: The DOD (HR Division)<br />
is in the process <strong>of</strong> replacing the current<br />
Human Resource Development Management<br />
Information System (MILQUAL) with an<br />
updated and more powerful system, capable <strong>of</strong><br />
managing Human Resource Development more<br />
efficiently.<br />
To empower Public Service Act Personnel in the<br />
functioning <strong>of</strong> the <strong>Department</strong> <strong>of</strong> <strong>Defence</strong>, a fiveday<br />
in-house pilot <strong>Department</strong>al Induction and Reorientation<br />
P<strong>rogramme</strong> was successfully presented<br />
to 30 Public Service Act Personnel (PSAP) from<br />
diverse backgrounds on salary levels 9 to 13 during<br />
2007. The p<strong>rogramme</strong> was approved and will<br />
henceforth be presented on an annual basis.<br />
