e) Improvement <strong>of</strong> internal<br />

controls to ensure the accuracy<br />

and validity <strong>of</strong> amounts<br />

disclosed in the financial<br />

statements.<br />

DOD PROGRESS ON ACTION PLANS<br />

i. The DOD is in the process to develop<br />

and implement policies and procedures<br />

to enforce accurate, valid and complete<br />

information to be recognised and disclosed<br />

in its financial statements.<br />

ii. The DOD is also in the process <strong>of</strong><br />

appointing an external audit firm to assist<br />

the department with the development<br />

and implementation <strong>of</strong> sound internal<br />

controls thus ensuring the accuracy, validity<br />

and completeness <strong>of</strong> information to be<br />

recognised and disclosed in the financial<br />

statements. It is envisaged that the<br />

appointed audit firm will start their work<br />

on 2 June 2008 however it must be pointed<br />

out that this project will probably only bear<br />

fruit in the medium to long term.<br />

iii. A head <strong>of</strong> internal audit has been<br />

interviewed and will be appointed before<br />

the end <strong>of</strong> this year.<br />

iv. A logistics intervention p<strong>rogramme</strong> has<br />

started in 2007 and is currently addressing<br />

inadequacies regarding the management<br />

<strong>of</strong> movable and immovable assets. Part<br />

<strong>of</strong> this p<strong>rogramme</strong> is a CSIR project to<br />

develop and implement a register for fixed<br />

assets. The LIRP project for movable<br />

assets is also underway but the effect<br />

there<strong>of</strong> will only be visible in the medium<br />

term (3 years).<br />

v. The DOD is also on a continuous basis<br />

busy with PFMA Section 45 training<br />

(Financial training for non-finance<br />

<strong>of</strong>ficials).<br />
