The SAMHS registered a Public-Private Partnership<br />
(PPP) directed towards identifying suitable health<br />
facilities where the SAMHS can admit patients at<br />
its own discretion for surgical procedures and/or as<br />
inpatients for consultation by SAMHS healthcare<br />
practitioners. The project is in its Treasury approval<br />
phase IIA, and the request for Treasury approval was<br />
submitted to National Treasury during December<br />
The SAMHS initiated several consultations<br />
with the Directorate Human Resources<br />
Acquisition in an effort to shorten and<br />
expedite the appointment <strong>of</strong> healthcare<br />
practitioners who had been recruited and<br />
who had applied for employment in the<br />
DOD. SAMHS statutory career managers<br />
have initiated marketing and recruiting<br />
strategies by means <strong>of</strong> presentations at,<br />
e.g. universities. These interventions are<br />
ongoing.<br />
A feasibility study was performed at<br />
Area Military Health Unit Free State,<br />
Bloemfontein, to centralise health<br />
services and provide a one-stop health<br />
service in the Tempe Military Base area.<br />
An identified facility was upgraded and<br />
the implementation <strong>of</strong> this management<br />
intervention had positive outcomes on<br />
service delivery amidst initial apprehensions<br />
<strong>of</strong> the stakeholders and clients.<br />
Several health facilities have instituted<br />
working hours for their personnel in shifts<br />
to meet the current demands for service<br />
delivery. This management intervention<br />
has ensured that pre-identified health<br />
facilities are open for extended hours to<br />
cater for the needs <strong>of</strong> clients.<br />
Due to the shortages <strong>of</strong> healthcare<br />
practitioners to perform clinical work,<br />
the managers/staff <strong>of</strong>ficers are also<br />
performing clinical duties.<br />
2007. The SAMHS also registered two new PPPs<br />
during January 2008, namely for the new SAMHS<br />
Headquarters and new facilities for the Military<br />
Health Training Formation.<br />
Additional Funding<br />
The report on outputs <strong>of</strong> specific policy options<br />
where additional funds were allocated for expenditure<br />
in FY 2007/08 is reflected in Table 7.4.<br />
