The transformation <strong>of</strong> the DOD is progressing<br />

well and the <strong>Department</strong> is becoming<br />

increasingly aligned with Government policy<br />

on civil-military relations, transparency,<br />

representivity, State expenditure and national<br />

security.<br />

The progress made in addressing the strategic<br />

issues to ensure readiness and sustainability is fully<br />

reported in the Accounting Officer’s report on the<br />

financial performance <strong>of</strong> the <strong>Department</strong>.<br />

STRATEGIC ALIGNMENT<br />

Among the initiatives introduced by the Government<br />

<strong>of</strong> the Republic <strong>of</strong> South Africa, particularly<br />

after 1999, is an integrated approach to policy<br />

formulation, planning and implementation. The<br />

National Planning Framework for Government<br />

was instituted in August 2005 to give impetus to<br />

Cabinet’s functioning with regard to policy setting,<br />

to align policy setting with budgeting, monitoring<br />

and reporting, and ensure cooperative governance<br />

in all spheres <strong>of</strong> Government.<br />

Strategic alignment with Government intent and<br />

within the <strong>Department</strong> <strong>of</strong> <strong>Defence</strong> is achieved<br />

through the alignment <strong>of</strong> the strategic hierarchy, as<br />

indicated in Figure 1.2 below.<br />
