Force Structure Elements (FSEs) Closed Down During FY 2007/08<br />

The DOD workgroup for the closure <strong>of</strong> FSEs gave exemption until such time as the new CMIS Division<br />

Force Design and Structure is approved. The closure <strong>of</strong> the identified FSEs will commence with effect from<br />

1 April 2009.<br />

Joint Logistics Services Subp<strong>rogramme</strong> Performance and Service Delivery Improvement<br />

Details <strong>of</strong> the Joint Logistics Services Subp<strong>rogramme</strong>’s performance and service delivery improvement are<br />

reflected in Table 9.8.<br />

SUBPROGRAMME MILITARY POLICE<br />

DIVISION<br />

Overview<br />

The Military Police Division (MP Division)<br />

performed very well during the past year and<br />

successfully finalised 3 548 cases. The overall cases<br />

on-hand, or backlog <strong>of</strong> 7 521 cases from the previous<br />

year, was reduced by 733 cases to 6 788 cases onhand.<br />

During the past year, 2 815 new cases were<br />

reported. The MP Division also conducted 668<br />

deliberate crime prevention operations throughout<br />

the country and received very positive feedback in<br />

this regard from SANDF Officers Commanding.<br />

The Chief <strong>of</strong> the MP Division, the Provost Marshall-<br />

General (PMG), had bilateral talks with Chiefs <strong>of</strong><br />

Services and Divisions on a continuous basis to<br />

discuss challenges in respect <strong>of</strong> crime within their<br />

areas <strong>of</strong> responsibility, and provided advice during<br />

these meetings. A highlight during the past year<br />

was the successful hosting <strong>of</strong> the first DOD Anti-<br />

Crime Conference on 9 November 2007, which was<br />

opened by the Deputy Minister <strong>of</strong> <strong>Defence</strong>, the<br />

Honourable Mluleki George.<br />

In providing support to operations, the MP<br />

Division also performed very well. Joint Operations<br />

required 60 members for external deployments, but<br />

86 members were deployed by the end <strong>of</strong> the year.<br />

A total <strong>of</strong> 60 members were also pledged towards<br />

the African Standby Force and SADC Brigade.<br />

However, if required, they will be drawn from the<br />

86 members currently deployed.<br />

Provision has been made in the <strong>Defence</strong> Review<br />

Update <strong>of</strong> 2007 for a Safeguarding Board. The<br />

Safeguarding Board was successfully established in<br />

the DOD and met monthly. The Nodal Point on<br />

Anti-Criminality was established at the MP Division<br />

Headquarters. Instructions were subsequently issued<br />

to Services and Divisions to establish their respective<br />

nodal points for the prevention and combating<br />

<strong>of</strong> crime. These nodal points were successfully<br />

established and provide monthly crime management<br />

information and reports at the Safeguarding Board.<br />

The newly-established Protection and Security<br />

Section at the MP Division HQ assisted Services<br />

and Divisions in conducting crime risk surveys.<br />

Services and Divisions are in the process <strong>of</strong><br />

identifying incumbents to conduct this work.<br />
