Developed and promulgated policy<br />

on assigned issues. This was<br />

undertaken through the compilation<br />

and submission <strong>of</strong> papers that<br />

were approved by the DOD and<br />

consolidated into SA policy positions.<br />

Submission <strong>of</strong> the interpreted and<br />

disseminated information in respect<br />

<strong>of</strong> defence policy to identified clients.<br />

This was undertaken in the form <strong>of</strong><br />

positions, options and comments on<br />

publications and the presentation <strong>of</strong><br />

DOD position on issues identified by<br />

the clients.<br />

The Division has principally ensured<br />

the realisation <strong>of</strong> the Minister’s<br />

priorities issued in September 2005 for<br />

2007/08, which were as follows:<br />

• Ensuring that the DOD complies<br />

with national legislation and<br />

Government regulations and the<br />

ensuing imperatives;<br />

• Providing capacity for the<br />

Secretary for <strong>Defence</strong> and the<br />

Chief <strong>of</strong> the South African<br />

National <strong>Defence</strong> Force to<br />

discharge their statutory<br />

responsibilities;<br />

• Providing a Parliamentary<br />

oversight role to intensify more<br />

intrusive measures to ensure civil<br />

control; and<br />

• Ensuring that departmental<br />

governance and accountability is<br />

institutionalised and improved.<br />

The Division has conducted staff<br />

visits to outlying units in the Limpopo,<br />

KwaZulu-Natal and Eastern Cape<br />

provinces as part <strong>of</strong> the policy<br />

process. It was confirmed that the<br />

DOD policy website is functioning as<br />

effectively technically at the remote<br />

units as it does in the Pretoria area. It<br />

was, however, found that competency<br />

<strong>of</strong> users in the use <strong>of</strong> the policy<br />

website needed attention and SITA<br />

was commissioned to develop and<br />

present training courses to rectify<br />

this shortcoming. Subsequently,<br />

courses to train instructors were held<br />

in Limpopo, KwaZulu-Natal and<br />

Gauteng, where a core <strong>of</strong> 118 trainers<br />

has graduated. This p<strong>rogramme</strong> will<br />

be continued throughout the country<br />

until sufficient trainers have qualified<br />

to successfully address the problem <strong>of</strong><br />

user competency to effectively utilise<br />

the policy website.
