• Implementation <strong>of</strong> generally recognised accounting practices requiring a supporting resource<br />

management information system (National Treasury’s Integrated Financial Management System<br />

(IFMS) – proposed implementation in National Government is the fourth quarter <strong>of</strong> 2010).<br />

• Top-down structural review to increase accountability arrangements in <strong>Defence</strong>, with special<br />

attention to capacitating the Accounting Officer to execute increased accountability/statutory<br />

duties.<br />

15.3 Changes to Structure. To enhance financial management within the SA National <strong>Defence</strong><br />

Force (SANDF), a structure was approved to manage multi-disciplinary financial services and will<br />

be operational from the financial year 2008/2009.<br />

16. APPRECIATION<br />

Approval<br />

The progress and success <strong>of</strong> the <strong>Department</strong>’s achievements over the past year is due to the<br />

efforts <strong>of</strong> many. The strategic guidance and support <strong>of</strong> the Minister and Deputy Minister<br />

<strong>of</strong> <strong>Defence</strong> has been consistent exemplary and is acknowledged. The funding and support<br />

provided by the Minister <strong>of</strong> Finance and the National Treasury is appreciated. My colleagues in<br />

the Plenary <strong>Defence</strong> Staff Council and the Secretariat Council have provided wise counsel and<br />

shared the operational load. To our various forces, locally and abroad, and our administrative and<br />

management personnel go my heartfelt thanks for their commitment, dedication and perseverance<br />

in a challenging year <strong>of</strong> major accomplishments.<br />

The audited Annual Financial Statements set out in pages 253 to 345 have been approved by the<br />

Accounting Officer.<br />
