SUBPROGRAMME DEPARTMENTAL<br />

DIRECTION<br />

Overview<br />

The <strong>of</strong>fice <strong>of</strong> the Secretary for <strong>Defence</strong> incorporates<br />

the Secretary for <strong>Defence</strong>’s <strong>of</strong>fice, the Directorate:<br />

Parliamentary Services and the Directorate:<br />

Conventional Arms Control Inspections and<br />

Audits. Amongst others, it has been engaged in<br />

managing the <strong>of</strong>fice <strong>of</strong> the Secretary to ensure its<br />

effective functioning; interacting with the other<br />

two corporate <strong>of</strong>fices, the Secretariat and other<br />

Government departments with regard to document<br />

administration; attending management meetings <strong>of</strong><br />

the Secretary; managing the effective participation <strong>of</strong><br />

the Head <strong>of</strong> <strong>Department</strong> (HOD) in parliamentary<br />

activities and p<strong>rogramme</strong>s; advising the HOD on<br />

parliamentary activities; coordinating the clusters’<br />

Plans <strong>of</strong> Action for the HOD in fulfilment <strong>of</strong><br />

the <strong>Department</strong>’s obligations in the clusters;<br />

and managing the interfaces with Parliamentary<br />

Committees and the <strong>Department</strong>’s activities related<br />

to Cabinet matters and decisions. The Secretary<br />

| <strong>Department</strong> <strong>of</strong> <strong>Defence</strong> |<br />

for <strong>Defence</strong> also attended the scrutiny committee<br />

and the National Conventional Arms Control<br />

Committee (NCACC).<br />

Measurable Objectives<br />

The core objectives that were serviced during the<br />

period under review were primarily the following:<br />

Advising the Minister <strong>of</strong> <strong>Defence</strong>;<br />

Advising the HOD on parliamentary activities;<br />

Coordination <strong>of</strong> the clusters’ Plans <strong>of</strong> Action<br />

for the HOD in fulfilment <strong>of</strong> the <strong>Department</strong>’s<br />

obligations in the clusters;<br />

Management <strong>of</strong> defence policy in the DOD;<br />

Providing strategic management in the DOD;<br />

and<br />

Attending secretariat and providing administrative<br />

support services to the scrutiny committee,<br />

the NCACC and other committees and<br />

subcommittees.<br />

The <strong>Defence</strong> Update has been reviewed to<br />

position the DOD to be compliant with the<br />

new Long-Term Strategic Framework <strong>of</strong><br />

Government, as defined at the January 2008<br />

Cabinet Lekgotla.<br />

DOD strategic plans were aligned to the<br />

budget process and spending plans within the<br />

<strong>Department</strong>’s strategic objectives.<br />

Ensured the successful engagement between the<br />

Secretary and Portfolio Committee on <strong>Defence</strong><br />

(PCD) on the issue <strong>of</strong> “Trade Unions in the<br />

DOD”. The interaction culminated in clear<br />

direction being provided to the <strong>Department</strong> on<br />

further engagement with the unions.<br />

Decisions taken at the Council <strong>of</strong> <strong>Defence</strong><br />

(COD) were cascaded to the relevant Services<br />

and Divisions for implementation and feedback<br />

to the COD.<br />

There was continuous interaction and<br />

engagement with the corporate <strong>of</strong>fices <strong>of</strong> the<br />

Minister <strong>of</strong> <strong>Defence</strong> (MOD), the Chief <strong>of</strong> the<br />

South African National <strong>Defence</strong> Force and other<br />

entities (DENEL, SAAB) and Government<br />

departments.<br />

Four Parliamentary P<strong>rogramme</strong> meetings (one<br />

each quarter) for the Portfolio Committee<br />

on <strong>Defence</strong> (PCD) and Select Committee on<br />

Security and Constitutional Affairs (SCOS&CA)<br />

were held and instructions were disseminated<br />

within the <strong>Department</strong>.<br />

Inputs for the core clusters (IRPS & JCPS –<br />

P<strong>rogramme</strong> <strong>of</strong> Action (POA)) were coordinated.<br />
